Legislation will apparently be necessary to place

the matter on a proper footing, but the Secretary of State would suggest that, meanwhile, inquiry might be made as to whether there is any responsible official at Hong Kong who would, if desired, be willing and in a suitable position to undertake the duties of investigating and certifying such claims and administering any sums paid as compensation.

I am to add that Ir. 'cKenna does not think it would be desirable to comunicate to Kr. Yorrington the statements made by the Secretary to the Shipping Federation. It will be enough, he suggests, to inform him subsequently of any arrangements which may be made on the lines above

suggested.
